Out-of-Zone Application (Hardship)
Email, mail, or deliver applications to Sumter School District, C/O Kathy Strickland, 1345 Wilson Hall Road, Sumter, SC 29150 or Kathy.email@example.com. (Email is the preferred method of delivery.) Applications must be received by the District Office or postmarked by April 30, 2021.
What is the purpose of the open enrollment process?
- The purpose of this process is to increase students’ access to educational opportunities within Sumter School District. A request must be made to attend a school that has an academic program that is not available at the school for which a student is zoned to attend. Acceptance is contingent upon meeting prerequisites (if any) for the requested program.
What is an out-of-zone request?
- An out-of-zone transfer request is available to address situations that occur outside of the open enrollment process to include hardships. Documentation must be provided to support the request.
What is the application procedure?
- Applications for kindergarten through twelfth grade students are available April 1-30 at the District Office (1345 Wilson Hall Road) or online (See above).
- Applications must be received by the District Office or postmarked by April 30, 2021. Email, mail, or deliver to Sumter School District C/O Kathy Strickland, 1345 Wilson Hall Road, Sumter, SC 29150 or firstname.lastname@example.org. (Email is the preferred method of delivery.)
- Letters will be mailed to parents regarding their requests no later than May 28, 2021.
- Students must enroll in their new schools by June 10, 2021, or approval will be nullified.
Are pre-kindergarten students eligible to apply for open enrollment?
- Kindergarten through twelfth grade students may apply for open enrollment. There is a separate application procedure and regulations for pre-kindergarten students. For more information, please visit sumterschools.net or contact Director of Early Childhood Sherrill Creel at 803-774-5500. Any pre-kindergarten student who attends school out-of-zone must enroll in the zoned school for kindergarten or complete an open enrollment application for kindergarten.
How are students selected?
- Students are selected for open enrollment through a lottery system based on the number of available slots at each school. Siblings will not be automatically selected. Out-of-zone requests will be evaluated on a case by case basis, and are also contingent upon the space available in the requested school.
How is the number of available slots determined?
- Enrollment opportunities are based upon the capacity of each school. Student/teacher ratios will not change, and schools will not be overcrowded. Due to space limitations at some of our schools, students are encouraged to list more than one option for school choice.
What are the reasons students could not be eligible for open enrollment or an out-of-zone transfer?
- Students may not have more than three Category One discipline offenses, two Category Two discipline offenses, or one Category Three discipline offense during the 2020-21 school year.
- Students may not have more than five unlawful absences during the 2020-21 school year.
- The requested academic program for an open enrollment request is available at the school the student is zoned to attend.
Does a student have to reapply every year?
- A student approved for enrollment in a non-resident school is entitled to remain in that school until completion of the final grade within the school without submitting annual applications. The only exception is Oakland Primary automatically rolls over to Shaw Heights Elementary, and Shaw Heights Elementary rolls over to High Hills Elementary.
What happens when a student transitions from elementary to middle and middle to high?
- Once a student has completed the final grade at the school, he/she must enroll in the middle or high school for which he/she is zoned. The student must then attend their zoned middle or high school or submit another application to transfer through open enrollment or an out-of-zone request.
What constitutes a student being returned to his/her home school?
- Problems with attendance, discipline, tardiness, or late pick ups may result in the student being sent back to his or her original school.
Can students who are new to the district after the deadline passes still apply?
- Open enrollment applications will not be accepted after April 30, 2021. Students must enroll in the school for which they are zoned and may apply once the 2022-23 open enrollment period begins. Applications for out-of-zone transfers will be accepted throughout the school year.
Can students maintain their open enrollment status if they choose to return after withdrawing from a school or the school district?
- No, the student would need to reenroll in the school for which he/she is zoned and reapply for open enrollment during the specified timeframe.
Is transportation provided?
- Transportation will not be provided. The parent/guardian is responsible for transportation.
Are students eligible to participate in athletics if they transfer to another school?
- Yes, students may participate in athletics.
